C3S launched its Issue Brief initiative. An issue brief is a summary of the knowledge surrounding an issue or a problem. It summarizes the issue by giving clear, concise, and complete information describing all facets of a particular issue including a detailed illustration in the form of images, data, and facts. It also includes recommendations for action and predictions on the future course of an issue.


Abstract


As the world stumbles inevitably towards one of the many disasters that it is facing such as a likely hot-war, or a new pandemic, or disastrous global climate change, or the need to find

livable moons and planets in outer space, there is only one thing that would determine the victor from the loser – technological innovation. Major governments are not only racing against each other but also racing against time to achieve breakthroughs in cutting edge technologies before time runs out for us on Planet Earth. Quantum Computing is one such area which can revolutionize our capabilities like nothing else before because it operates at the most fundamental level. It is both a boon and a challenge because while it bestows incredible computing power, it is also very difficult to realize at the same time. This paper is divided broadly into two sections, the first part to understand the underlying concepts of quantum computing, which would then help us in the second part to appreciate the efforts by various countries, particularly China.
