It is with profound grief and sadness that we share the news of the passing away of Shri B S Raghavan IAS, Chief Patron of C3S.
Raghavan Bahukutumbi Srinivasa was born on August 29, 1927 in Sirkali, Tamil Nadu, India. Son of Bahukutumbi Pillaippakkam Parthasarathi. He completed his BSc in Chemistry from Loyola College, Chennai.

Shri Raghavan joined the West Bengal cadre of the Indian Administrative Service in 1952 and held leadership positions both in the State and Central Governments as Secretary to Departments and Chairman/Managing Director of major public sector enterprises, including a tenure as the head of the Vigilance setup of the Indian Railways. He was chairman/member/member-secretary of a number of committees set up by the India Government, such as the Committee on Synchronous Communications Satellite, All-Party Committee on Political Defections, Expert Committee on Energy, Committee to revamp the Intelligence Bureau and the Central Bureau of Investigation, and the National Integration Council under the chairmanship of Prime Ministers Jawaharlal Nehru, Lal Bahadur Shastri and Indira Gandhi.
On the international plane, he was the leader/member of India's delegation to practically every organ of the UN, the General Agreement on Tariffs and Trade, the International Wheat Council, the Commonwealth Heads of Governments Meeting and the Non-Aligned Conference. He was Consultant and Policy Adviser to FAO (1978-84) and Adviser to the International Commission on Peace and Food (1989-95). He is a Member of the International Society of Poets, the Melvin Jones Awardee for Service to Humanity and a person listed in the Biographies of World Leaders. Bahukutumbi Srinivasa Raghavan has been listed as a notable technical writer by Marquis Who's Who.
B S Raghavan's life was a testament to dedication, integrity, and unwavering commitment to public service. His exemplary service as an Indian Administrative Service officer left an indelible mark on the nation, and his contributions will be remembered with great respect and admiration. He possessed a unique capacity for original thought and was a vast repository of knowledge, generously sharing his wisdom with people of all ages, backgrounds, and professions. His vision was forward-thinking and comprehensive. Additionally, he was adept in multiple languages, Tamil, English, Bengali, Hindi to name a few.
The Members and Researchers of C3S were honoured to have him as Our Chief Patron. He was a steadfast support for the organisation, offering invaluable guidance, wisdom, and expertise. Despite his declining health, he never hesitated to mentor the young researchers and actively engaged with the articles and activities of C3S, offering his insights and suggestions. He served as a source of inspiration for the younger generation. His encouragement and support were priceless. Today, we must celebrate a life well lived - his generosity, boundless energy, and countless achievements.
As a devoted patriot to both his country and the organisation, we will dearly miss his wise words, knowledge, and encouragement, which he generously shared with us over the years.
During this difficult time, our thoughts and prayers are with his family, friends, and colleagues. May they find solace in the cherished memories shared with him and may his legacy continue to inspire us all.
